Digital Democracy

The world is changing ever faster, and democracies are coming under pressure. They often seem slow and indecisive in responding to current developments. Many citizens feel unheard by decision-makers, which increases dissatisfaction. So far new technological possibilities are hardly used for democratic processes. First, there is a large untapped potential for civil-society participation in democratic decisions and in developing solutions to social challenges (see “Civic Tech”). Second, the opportunities of digital technology for internal government work (GovTech) are far from fully exploited, making administrative processes more inefficient, slower, less reliable, and less transparent than they could be, and leading to political decisions made with less foresight and situational understanding than data analysis would allow. Third, innovative collaboration platforms and concepts could greatly improve civic engagement—both by increasing efficiency and by involving the creative power of more people within a structured framework.
